Some characterize it as boring, personally I like that drive but it is 1% as stunning as the drive from Queenstown to Milford Sound for example. Te Anua is definitely worth a visit if you are after natural beauty (otherwise a small town with a handful of shops so not big on man-made attractions unlike Queenstown). Also Arrowtown near ZQN is worth a visit, original gold rush town with some charm left.
With 3 weeks, I don't think they are mutually exclusive. Would be a shame to skip Mount Cook. Drive from Mt Cook to Queenstown is probably shorter than airport transfers and flight CHC-ZQN.
