Yes bsts seats are available to other passengers but one of the few advantages of GCM is the ability to reserve bulkhead seats and any body who does not have the appropriate status would think this is a fuss over nothing. We all have experienced the problems of travel with infants and I have traveled long enough to realise they are very seldom used.
Struggling to get your point really. Presumably you can still book them, you would only be shifted if needed by an infant.
