I take it a step further and say that the "manual" or paper system subtracts from the appeal of visiting Japan, especially for those needing the visa. Imagine a busy traveler having to part with his passport while the visa is still in process.

It is funny that their neighbors like Korea and Taiwan have a semi-online process as well, or at least a streamlined one.
