I don't know any TAs in Thailand - but I suggest you try phoning Qantas, say you want the ex-Egypt price converted to THB and you want to pay in Thailand. QF seems to do things quite efficiently.
Secondly, do I understand correctly that the ticket is valid for 1 year from first flight? If yes, can I book for first flight something like Nov 2017? Also, how much of the itinerary has to be confirmed? Do I need to provide all the flights and date? or just specify the stop to the agency?

In theory:
- Reservations for the first international flight and all preceding flights must be made prior to departure. Subsequent segments may be open-dated.
- The first flight can be one year from the ticketing date
- And the last flight can be one year from the first flight
In practice, due to the (lack of) capabilities in the electronic booking systems:
- Reservations are required for all flights in the itinerary
- The last flight cannot be further out than 355 days from the ticketing date
