Typically they use the heavy plastic for Int'l flights and the light for domestic, but the forks and spoons have pretty much always been metal. Each country has its own rules about the use of metal knives. So if you're flying to SIN or HKG you get metal. On my last SQ flight from SIN to SYD, the knives were plastic and accompained by an apologetic note card saying that they had to use plastic.
