Singapore is not a location where one wants to commit fraud.

Get this nailed down before you book and show up. The rack rate may well be substituted if you are not eligible.

As others note, if this were in the US, the term "local" would probably mean counties and municipalities and the term "state" would be explicit. But, in Singapore, it is not a useful term.

Best to ask Hyatt to intervene for you, confirm that you are eligible, that your specific ID will be accepted, enter all of that in the notes and be able to point to that when you check-in.
