Why not? You got a full FRA-SIN flight (A380 / 77W) in Biz then you could be in for quite some waiting to access the bathroom around meal periods and after folks wake up. Being down one lavatory makes a difference. Sure it is still more lavatories per pax in Biz over Eco, but that is not the point. Unless it was broken or something else was wrong this is not standard procedure for sure.
