As a State University employee currently based in Europe I have used this type of rate 5 or 6 times in both Hyatts and Hiltons (these stays have ranged from Park Haytts to Hilton Garden Inns). I can't really answer your question because I have never once been asked for verification of my government worker status in these European stays, I suspect Asian properties would be more likely to ask for verification of eligibility.

While the literal interpretation of the rate rules does not include "State" government workers I chose to interpret from the perspective of people who live in a place where this intermediate level of government doesn't commonly exist -- therefore it simply did not occur to them to include it in the list. Despite being adverse to bending rules like this I am comfortable that I could talk my way into the rather vague government rate in Europe using my state University ID if necessary. One example of this language and scale issue could be found at the PH Toronto. They have (had?) a government rate that did not mention that "State" workers did specify that "Provincial" workers were eligible.
