1. Is this an involuntary downgrade? Am I due a partial refund as I believe taxes are lower on Y class flights?
2. Is there a way that I would still get the original TP/Avios as that's what I originally booked and paid for.

You are certainly right that ORC does not apply here. ORC is only for involuntarily re-routes. I don't know of any other mechanism to get you the originally booked avios and TPs and I think the only way for you to do it is call and do a change of itinerary to get back on a two class aircraft.
