I didn't read it as a commitment in that way.

The extract that you quoted was under a section titled "when you cannot claim a refund" and IMHO was intended to indicate that if you choose to change flights you will not receive a refund of money paid if sat in lower prices seats.

It does not require the airline to give you UD seats on the revised flight.
