Has DOT approved legislation that airlines must refund bag fees on lost bags, as well?
Is the definition of lost also 21 days for the Warsaw Convention (or just the Montreal Convention)?
Is the limit $3,500 for domestic passengers and up to $9 per pound of checked bags for international?. Unchecked bags (like carry-ons) carry a liability of up to $400 on international flights? or is that just for Montreal Convention participants?

Sorry, Im just a bit confused on it.
