For changes or cancellations prior to the commencement of your journey, please contact the member airline that issued your e-ticket.

If you need to make changes to your itinerary during your journey, please contact the member airline you are flying with on your next segment.

That said, the same advice holds true. Some airlines may be unwilling to make wholesale changes to an xonex issued by another airline. If you are just changing one segment then you may be fine contacting that carrier. I have had tickets screwed up by persons unfamiliar with xonex tickets, so I usually go back to the AA rtw desk or have used CX at HKG (and QF at SYD) to make wholesale changes to AA issued xonex's (CX and QF segments were on the ticket and I was changing some other segments to CX and QF). Others will probably be along with their feelings.
