I got some conflicting info from other forums that says the shutter sound restriction is linked to the SIM card rather than the phone (i.e., putting a non-Japanese SIM card into a Japanese phone sometimes allows you to turn off the shutter sound).
The shutter sound is hardcoded into the firmware - only jailbreaking can remove it, unless someone knows of a way to access system sound files (and edit/replace them) without jailbreaking. The sound doesn't bother me so much, except when I'm in a more formal restaurant setting taking photos.
