My experience is exactly the same as CoweyB's. Even regarding the London Park Plazas.

PP County Hall and Victoria have given me full breakfast every time, PP Riverbank either Continental or upgrade to the Plus Package (=full breakfast at Chino Latino), PP Westminster Bridge is about 50/50. But it only cost something like £5-6 to upgrade.
