Certainly not locals. By the time you deal with the airport etc, it's faster to just drive. 1:15 estimate right now according to google maps with some traffic on the West side.

It appears the JHM-OGG and OGG-JHM flights have to do with the aircraft routing during the day. More about logistics than capturing passengers. But... any ticket sales are always a bonus.
Looks like the JHM flying is facilitated by stopping the OGG-ITO-OGG flying operated by Ohana.
