SQ is pretty reliable in terms of granting access to international passengers. EVA is totally hit or miss.

That's officially against the Star Alliance rules, but pragmatically speaking, it's somewhat understandable given the imbalance at SFO -- United is huge, and both SQ and EVA have tiny lounges.

The real issue is that the United Clubs are inferior, which will be addressed post construction of the Polaris lounge and new United club.
FWIW there are some rumours that the SQ lounge might be incorporated into the new Polaris lounge. It's directly beside/below the current UC so it would be easy to merge them.
