How many flights originate or stop over at kef on a typical day? Back 20+ years it wasn't very many.
Today is the slowest day of the week and outside high season and there are eleven flights to the US. Peak days in the summer of 2017 will probably reach more than 30 US-bound flights per day.
This traffic is also very concentrated within the day. The peak flow of US-bound passengers probably only compares to the major hubs in Europe. If the CBP wants a preclearance facility it would need to be staffed very well.
