BAEC/Avios is a profit center for BA - QR has to buy the miles from BA. So I do agree to some extent it is a decision of QR whether this fare class earns BA miles or not. But BA puts a price on its miles, and QR doesn't think it needs to buy those miles to get BA pax to fly them.

But is this a precursor to QR thinking they no longer need to buy miles from any oneworld partner for these fares?
