I think ATT has fixed this bug, so that we must need to activate the phone before unlocking it. I got my phone last Friday and my IMEI is still not in the system for me to submit an unlock request.

Odd thing is this is my second purchase. (My wife and I each have a card.) I purchased the other phone about 2 weeks ago and had no problems whatsoever unlocking it via the website.
