That is probably thanks to geographical reasons. As others mentioned already, a US resident can just pick up his stuff and move 2,000 miles away, putting enormous distances between family members.
Europe has borders (geographical and cultural) that keep people from moving abroad. The idea of the European Union isn't that old and Europe was after all politically cut into two parts.

I don't think, it has necessarily something to do with money. Reasons for not flying can be very broad. Here are a few I heard from relatives or friends:
- I can travel by car and train.
- Why would I want to travel abroad? I like it here.
- I am afraid of flying.
Among my F&F that have already flown (probably >95%), many don't fly regularly. Most travel less than 4 times a year. The frequent flyer is a rarity among my F&F.
