What can you do when some moderators are bullies?

Randy, one moderator seems that he wants to throw his weight around and threatens to bar people if they oppose his near sighted views.

I have people who have sent private messages about this moderator and they think he is overbearing, rude, and several other things I won't print.

Can action be taken against these overbearing bullies?

I would like to make a formal complaint against this member if it will do any good.
Please advice.
