I guess it depends on whether you need to use that drawer. Of course, you could move the book to another drawer or someplace else in the room, but then if you forget to move it back, could the housekeeper report it as missing? I wouldn't want to be billed, nor would I want the hotel to conclude that I had stolen something from my room.
I wouldn't worry about being billed, over many years of travel I've heard from people who take offense and throw
any type of religious 'literature' in the garbage can as soon as they see it. They've never said they were billed, but perhaps others here can share their experiences?
