IME the Internationals Driving Licence is really only talked about these days if your "home" license uses a different alphabet (or syllabary)
Although it was outside the EU, I was denied a rental car in AKL a few weeks ago, although we use the same alphabet as the Kiwis...
In the past, I used my Canadian driving licence and could rent anywhere in the world. Back in France, things are getting more complicated.
