Well there are special zones at the beach for complete nudity. However they are not walled off with a fence or anything like that, there's just a small sign saying it's a nudity beach.
On our fixed beach where we used to go when I was young, we had to walk across the nudity beach in order to go buy an ice cream. We didn't really think too much of it really.
It also depends on the area within the netherlands, where I used to grow up, lying topless was less acceptable as it was like, uhm, the 'Bible Belt' area. In other areas nobody will think anything of it at all. (it's a misconception that all of Holland is super tolerant, drugs and sexual diversity friendly etc. we have more conservative areas too, especially in rural areas)
