I encourage anyone thinking of staying overnight in the DC lounge to check first to be sure it's open the nights you plan to stay there. It was open the night I was there (a Monday night) but I have heard reports like the above) where it has been closed. The DC Web page says its a 24 hour lounge.
There is also an all night bar / restaurant on the upper level of Int'l but it is outside customs. I don't know if there are any all-night restaurant/bars inside customs.
