As always as per t+c's, a room upgrade is officialy available only on the room the elite status guest books + also occupies.

If one paid + one award room by the same elite member, normal practise is to upgrade only 1-room, the paid room.

Can be frustrating as maybe since award room is entry level, and you can/have booked a higher category room for the paid room, you might prefer award upgraded instead to have two non entry level rooms.
Most hotels are amenable to that idea, you just need contact/email hotel well before the stay.
