I concur. You can get cash advance from just about any bank in the world which issues Visa/MC. It is just like you can pay for items with any merchant anywhere in the world which accepts Visa/MC.
OTOH, are you sure you really want to do it?
I don't see why anyone wants to except in dire emergencies.
