I am interested in practical/theoretical procedure to do cash advance from a MasterCard card - which does not have a PIN - at a bank counter.

Is it possible? If yes, is it possible to do at any bank or just some specific/big bank branches? I have accounts at Wells Fargo, Citi (both checking account) and Chase (credit cards only)? Can any/all these bank branches used for such procedure?

Does it matter if the card is issued overseas?

What is the procedure - what should I tell the teller? Do they need anything else except the card and my photo ID?

Finally - will the bank performing cash advance procedure post its own fees with the transaction? And how the transaction will be coded in MasterCard transaction codes?
