You are certainly right is when the rare op-up happens, I'd rather get an op-up from Y to C than Y to PE and paid PE tickets can sometimes cost a bundle so that's why.
... except that, IME, while op-ups from Y to C are indeed fairly rare, op-ups from PE to C are relatively common.
