Though I haven't been to Puerto Rico, I am willing to bet a nude beach for women is about as difficult to find as finding a $100 bill on the street. Just think of it, say it's a 'gay beach' with a mixuture of gay men and women, you still would have straight men trying to pose as gay men just so that they can peak on lesbians - yes, they'd do it - unless you can somehow manage to keep that location as a SECRET. But that wouldn't last long.

To find a beach like South Beach (Miami) for women and topless is probably going to be very hard unless you can somehow 'prohibit' men from going, including gay men. But I don't think you can have private beaches, if Puerto Rican law is anywhere like that of Hawaii - absolutely no private beach under law.
