Only time LGA rates get anywhere near Manhattan it seems is around the major holidays and sometimes not even then. Of course the thing is how much are you paying to get out to LGA and back to Manhattan.
Unless you do the whole subway to bus or just the bus (125th Street), things can get pricey. Cab ride will run about $33 or so, not sure about Uber or whatever else.
Of course the selection at LGA is most always better than Manhattan, and you can see what you are getting.
As for the manger the guy happened to be working the lot when I got out there. Asked which section was able to choose from and he pretty much told me anything but the "primer" or whatever section. That and the bit about waiving airport fees.
