Further research on FT, searching for the phrase "OFFICIAL QR HOLIDAY STOPOVER", led me to

In addition, more than 2 stopovers are permitted" -- meaning all the restrictions detailed in Stopovers are waived)

I still can't figure out how I book this or get the benefit of these fee waivers and rule waivers.
