Wuldn't FedEx be under the purview of the DOT with regard to that? The DOT ruling makes it pretty clear that these devices are not to be transported by air. I've not seen or heard of any carve-out on that with regard to the use of a fireproof box. I suspect Samsung got the fireproof box thing going before the DOT made its most recent announcement.
