Now if there was a $300 fare increase then I would not buy the ticket its my right as the customer to decide whether or not to purchase the ticket. I am sure there is some clause in Delta's Terms and Conditions that the price may change until you get a ticket#.

I would not call this Bait and Switch because Delta gave you the price before you decide to purchase it. While its frustrating yes you as the customer can decide whether to purchase the ticket at the higher price or wait and have the fare possibly jump by $200 dollars.

For me I always leave a margin so if I see a more expensive fare for the better schedule I will take it or if I see a less expensive fare I would not take it if its an Economy Basic Fare as I want to get Delta Comfort+ or to use miles to upgrade.

The OP should just let this go and perhaps next Tuesday a V fare will come up and the OP could book that but it may not be at the same price.
Not sure if you read the whole post. If it happened once, while frustrating, I would have accepted that two people bought the last V fares for the flight I wanted. I still think the airline should be required to honor the price at the screen where you put in your CC info and click "Purchase", but that's not even what happened here. When I started back over, it displayed the original price. And it did multiple times and persisted for several hours. At some point, that's a problem. And it's really frustrating to hand over your form of payment and then have the vendor go "Just kidding!" and then have the vendor continue to redisplay the old price.
