Arrow 10 hour layover at JFK, enough time to visit Manhattan?

Hello! I'm taking a flight on December and planning to do a long layover at JFK for 10 hours. I'd be arriving at 10 am and departing again around 8:50. I talked with the airline and my bags should get checked through, i would also have my boarding pass ready. Will i have enough time to take a quick trip downtown? Maybe visit Time Square,walk a bit around Central Park? Would i have any luck also making it to the One World observation deck?

I would be taking the Airtran to Jamaica Station then the LIRR to Penn Station. I'm calculating around 1,15 hours each way, plus around 45 mins making it out of the terminal. So let's say i get on the AirTran at 12, arrive downtown around 1pm and go back around 4:30, would rush hour complicate my schedule? Thank you very much.
