I'm more interested in knowing what the rules are. There's a small section in the Emerald Club Master Rental Agreement that I've tried asking about before, but nobody has been able to share the specifics of "where, what, or when" to me.

Page 17:
"c. At certain locations, the fees and other charges described in Section 3(b)(12), above,
may not apply in the event Renter did not arrive at certain airports by plane within a
specified period prior to the commencement of a rental transaction."
