I recall discussion, where a renter had LGA airport fees removed by pointing out to attendant that he "lived in the area, and didn't fly in"...Now, LGA might be slightly different - as the rental facility is just outside of the airport on a city street.

In my case 24 hours from now, I am returning a one-way rental at JAX - and immediately picking up my next one-way rental (using free credit) to a non-airport location. So obviously I never fly throughout...Never been before, but JAX location is "in terminal" according to map. Despite free credit, there is still over $5 on the estimate that includes airport fee.

What's your experience with "airport fees" removal?
