That is multiple flights of stairs and not nearly as simple a transfer as moving from the 1/2/3 to the R at Times Square. Also, why would you add a transfer under the guise of making the trip easier?

I was on the local on Sunday from Penn to 42nd and now realilze that we were on the center track because of construction. That's my confusion and I will delete my post. If the OP were on the 2 or 3 uptown, it's a simple walk downstairs to the 7.
The uptown trains are on one platform and the downtown trains are on a different platform at Times Square. The center platform challenge you're describing is at Penn Station which is not where the E/R/7 transfer happens.
