Absolutely agree. Even in the US, where they don't have a bill of rights, they are much more litigious and airlines are willing to settle more on a case-by-case basis. Complaints to DOT actually mean something and have teeth, compared to the CTA, similarly.
If that happened in the US, they would be giving compensation in airline credit in the hundreds of dollars. In addition to US regulation requiring that they put you on any of their partners for the next available flight for IRROPS.
Here in Canada you get a sh*tty coupon for % off the "base fare" of your next booking.
