Did the agent give any logic or reason? I'm not aware of any rule changes that should make this impossible... but all that means is I haven't heard of it. It's becoming obvious that a lot of very nasty changes have been implemented under the hood without specific notice or documentation, so I won't be surprised if it turns out that (for some undocumented reason) you're SOL.
That said, I'd definitely recommend HUACA a few times. It might work, and it's the only way we'll learn anything (since UA seems to be shifting to a DL-style "The rules are whatever we say they are today" model as of Oct. 6).
It took me two more tries, both to the web support team. During the first of these calls, I had to wait on hold for over 20 min because the system crashed half-way through the process and the agent had to "reset." But once the system came back online, she couldn't see the availability any longer. I tried once again at a different time so I could reach an agent in the USA and then I was successfully able to change the TATL segment to FIRST; albeit with a fairly lengthy hold time for the agent to push this through.
This used to be a fairly straight-forward change that I'd done on multiple occasions that has now become either an "impossible" change or a very tedious one, depending on which agent you get on the phone.
