I was able to pull this up online at 80K in business class (sample dates: 11/10, 11/16, 2/15), using CA via PEK on the outbound (MEL/PEK/ICN, ICN/PEK, PEK/MEL). The ICN-PEK leg correctly priced as zero.
If you continue to have problems, I suggest that you book something as close as possible to what you want online, and then call within 24 hours to change it. You can always cancel it within the 24 hours if UA remains inflexible.
I tried twice - once with SQ via SIN, and once without. In both cases the agent was only able to pull 125k requirement. The routing from MEL-ICN do go via HKG though (TG462, TG606 & OZ746), however UA online seems to be okay with 80k and that seems only to be the agents' problem.
In addition, when I was trying to pull MEL-ICN via HKG, I was able to do so on one-way searches, however I wasn't able to pull the same flight on a multi-city trip. Strange things do happen on multi-city trips these days that wasn't happening before the switch over
