The APD for the UK only applies when departing the UK. It doesn't apply for connecting flights. So if the OP flew FRA-LHR-SEA on one ticket there wouldn't be any additional taxes, but FRA-LHR and LHR-SEA on two tickets there would be additional taxes on the LHR-SEA leg.
