Honestly, I'd just sign up for Uber using your home-country device and mobile number. I'd then hit the Wifi at MSY and summon the Uber using my home device. (Make sure you research MSY rideshare procedures and know precisely to go from the Wifi point to the pick-up point.)
Tracfones and temporary SIMs seem like an unnecessary complication (for this purpose). There is no requirement to have in-country mobile service to use Uber. I've used Uber abroad many times with my U.S. device and local Wifi. The driver can't call me, but it has not mattered. In an absolute pinch, I know I could enable international roaming and pay a buck or two to summon the Uber if necessary.
There *might* be a requirement that Uber has to exist in your home country. Or...maybe they just have to validate your credit card and be able to text your home mobile number. In any case, I'd start there first.
