With Oneworld through checking curtailed i dont know if that has had an effect on other interlining partners.

CX very explicitly changed its policies on interlining bags to another carrier on separate tix. They will not do it, even if you're on two OW carriers. It's a total no go. CX Will Not Interline If Travelling on Separate PNRs
