With my limited experience of flying as a Silver/OWR, I would say it's not very high up on the upgrade priority. As has been said, there is no official upgrade policy: sometimes they upgrade first-time flyers but most often they upgrade AY Plats or Golds and then anyone else. It can also be based on the size of the group as most often single travellers are op-upped.
