A good laundry list of security best practices, though I'd say that some of them are overkill (not checking your bank account when traveling, for example - TLS is perfectly fine as far as anyone knows). I also don't understand why you advise against using phone/tablet for financial transactions. Provided the apps communicate with the bank using https, what's the issue?
Oh, nitpicky time: L2TP isn't technically encrypted - it's the IPSec/L2TP combination that is.
I need to read up more on those protocols, as I've started using them recently.
