Why can't you just check the bags through? Are the two legs on separate tickets?

Barring that, I think Air Houston has the best idea.

I assume you're planning on cabbing to and from? It could be as much as 4 miles on foot.

Call it 4.5 hours, which is still plenty to wander the touristy bits, Hemingway Home, the South Beach area, etc.
