I think sciconf means that Chase blocked a second transfer to an airline account registered in the name of the Authorized User.
That doesn't solve the problem IF the objective is to transfer to the spouse's frequent flier account to top up mileage earned from other sources.
The certain solution is for each person to hold a card that is eligible to make transfers to airline or hotel partners, but that increases the household fee cost (unless a fee waiver or retention bonus is obtained.)
