There are 2 issues. First is that the P fare looks like a coach fare if you just glance at the first letter of the fare rules, lazy/poorly trained agents have misinterpreted the fares. Second you need seats in the P fare bucket to SDC into. You might also need inventory in the underlying V bucket as well. I would try calling again. You can also try the app or web for SDC.
