There's a thread here which goes into this issue in great detail, but it's a V fare which books into P (V-UP). To SDC it, you need availability in the underlying fare basis (V) and the ticketed fare basis (P). Sometimes you need to explain this to agents but I've never had a problem SDC'ing a P fare when P>0 and V>0.
